2013, Tallahassee, Florida: Citing the increasing need to upgrade/replace public facilities and infrastructure, Florida’s Governor Rick Scott signed into law House Bill 85, empowering the State’s local governments to explore and pursue public-private partnerships.
The new law also required the Governor to create a Task Force to study the public-private partnership process (as outlined in law) and make recommendations for the State’s Legislature to further consider creating a uniform process for procuring public-private partnerships.
Chaired by the Secretary of the Department of Management Services, the six-member Task Force was composed of one county government official, one municipal government official, one school board member, and three representatives from the business community.
The Task Force held ten meetings to study the law, understand how other governmental entities have implemented public-private partnerships, and to hear from interested parties and stakeholders. In July, 2014, the Task Force published the following report.

2015, Miami, Florida: With literally billions in public assets and infrastructure – transportation, potable water, waste water management criminal justice, etc.) in dire need to be upgraded/replaced, the Board of County Commissioners (“Board”) established the Miami-Dade County Public Private Partnership Task Force (“Task Force”) for the purpose of advising the Board and the County Mayor by making recommendation on: (a) changes in the County’s ordinances, resolutions, regulations, implanting orders and administrative practices that will promote and advance P3s; (b) evaluating and making recommendations with respect to P3s plan (required by Resolutions # R-1022.13) and any updates to said plan, as well as reviewing and assessing timelines and legislative recommendations or other goals, tasks or deliverables set forth in the County’s P3 plan.
